From 2008 to 2009, Scott worked in Tbilisi with Transparency International, analyzing cybersecurity threat metrics and securing network infrastructure. Georgia's capital sits at the crossroads of Europe and Asia in the South Caucasus — a city that had just weathered the August 2008 war with Russia while Scott arrived in its aftermath.
Scott's posting here followed his first Washington, D.C. chapter and preceded his move to Buenos Aires, Argentina. Tbilisi gave him hands-on experience in a region at a genuine geopolitical inflection point, where the work of building transparent institutions had immediate stakes.
The Transparency International office in Tbilisi placed Scott at the center of efforts to document corruption, secure sensitive data, and strengthen civil society infrastructure during one of the most consequential periods in modern Georgian history.
